Community-Driven Development (CDD) Approach as a Development Strategy: Is it Efficient and Effective in Maranao Communities?

Community Driven Development approach ensures that identification, planning, implementation, operation and maintenance of projects were anchored to community mobilization as main actors in development initiatives like KALAHI-CIDSS:NCDDP of the Philippine government. Study has been made to determine if Maranao cultural beliefs and practices specifically in view of gender issues (patriarchy) and mode of governance (influenced by sultanate system) will have a significant effect on the attainment of “women participation†and “improvement of local governance†through participation, transparency and accountability. Conducted in Region 10 areas where Maranao communities are dominant, data was gathered through survey, key informant interview (KII) and observations. Result revealed that women are underrepresented because they are so attached to their traditional gender role. This includes doing task not requiring heavy physical strength (household chores) and participating in planning and management functions. The 30% requirement of labor force as women cannot be attained because people are not convinced with the idea of women filling up the labor force. Local governance in Maranao communities do not conduct consultation; hence, there is a gap in local governance. People know their rights but participation and transparency in local governance is limited.
