Implementation of Traffic Rules and Regulations in Cagayan de Oro City as Perceived by the Pedestrians

The study aimed to 1) present the respondents’ profile in terms of age, gender, educational attainment, occupation, and street junctions; 2) analyze the extent of implementation of traffic rules in terms of control measures against careless and dangerous driving; traffic control measures; right of way; speed restrictions; and lighting, warning signs, and equipment; and 3) find out the significant differences in the implementation of traffic rules when the pedestrians are grouped according to age, gender, educational attainment, occupation, and street junctions. The study was done through the descriptive research design. According to Calmorin (1995), descriptive research includes collection of data in order to test hypotheses or to answer questions concerning the current status of events or condition. This method is designed for the investigator to gather information about the existing conditions of the traffic rules and regulations here in Cagayan de Oro City. The research locale was at the six street junctions of Cagayan de Oro City namely: Carmen, Kauswagan, Licoan, Divisoria, Cogon, and Lapasan/Agora. The respondents included thirty (30) pedestrians who were chosen through the purposive sampling technique with the following criteria: a) must be a daily pedestrian; b) come from the six street junctions; and c) are willing to participate as respondents of the study. The questionnaires were answered with their own perception about how traffic rules are implemented. The items in the questionnaire on the implementation of traffic rules were adopted from the provisions of Republic Act No. 4136. The data gathering started after the approval to conduct the study was granted by the Dean of the College of Law Enforcement and Public Safety of Liceo de Cagayan University. The implementation of traffic rules does not reach full extent as expected. Several parameters are moderately implemented, such as traffic control measures and right of way. There are certain indicators which are only partially implemented, namely: control measures against careless and dangerous driving, speed restrictions, and lighting, warning signs, and equipment. Over all, the traffic rules are moderately implemented as assessed by the pedestrians regardless of their age, gender, educational attainment, occupation, and street junctions.
